In th© House of Lords, Lord Willoughby de Broke introduced a Bill to create an Imperial force to supplement the Territorials by making tho youth of the middlo and upper classes compnilßOrily liable to nine months military training before the age of twenty-one, and afterwards to a fortnight's camp annually. Public school boys, undergraduates and persons with incomes of £400 and over aro among thoso liable. Youths physically defective are to pay extra income-tax.

Lord Willoughby de Broke sai dit was the duty of the upper classes to furnish an example to the masses.

Lord Haldane described the measure as unworkable.
