(press association telegram.) WELLINGTON, March 4. Arthur Richards, a young man, pleaded guilty iv tho Magistrate's Court to two charges of stealing £1 7s od, the property of the Labour Department, and lis, tho property of the Government. Mr Macassey, for the Labour Department, stated that the total amount of moneys received by the accused and unaccounted for, from 13th September, 1913. to "26tli January, 1914, was £92 9s 6d, but full restitution had since been mado. Tho accused had been in the Labour Department for three years, and had hitherto borne a good character. The Department did not press for a severe sentence. On the first charge accused was fined £-5 or 21 days' imprisonment; on the second he wa-s convicted and ordered to appear for sentence when called upon.
