Tho Government proposes to suspend Parliament and form an tive Conference composed of eight members nominated by the President, two representatives of the Cabinet, ono from each of tho nine Ministries, four, from Mongolia, four from Tibet, and two from each provinco, totalling seventy-one. Many high officials of tho Manchu Government are included, whilo tho Young Chinese Party is conspicuously absent. The Conference will act till Parliament is reorganised. ,
