The Hon. T. Mackenzie, High Commissioner for New Zealand, was among those present. The King sent a message cordially welcoming the Conference. Ap a sailor, ho said, he.had had personal crporienco of many matters that would come boforo them. An intern a tionnl .agreement on measures necessary to remove or diminish tho perils of the sea would confer untold benefit on humanity throughout the world.
