Professor Morgan delivered the Rhodes lecture at the University College, his subject being "What is a British Subject?" Hβ defended the right of the, colonies in themselves to determine what people should be allowed to immigrate. Colonial legislation was operating as a groat solvent of the term "citizenship" ; it indicated the desir ability of tho greater integration of the colonies into groups ablo to agree, through the medium of Imperial Conferences, on common and foreign policy, and to enforce it.
