NAVAL RIVALRY.

Captain Persius, writing to tho "Tageblatt," suggests that England should gradually release her ships from the North Sea. She has already sent some to the Mediterranean, and Germany has responded by sending two cruisers to South America. If England sends more Germany will do the same, and a reduction of tension would be certain to follow.
