United Press Association—Jßy Electrio Telegraph—Copyright. NEW YORK, September 20. Five regiments from San Francisco reinforce the American troops at Manila. Aquinaldo controls 30,000 troops at the Philippines. ■ ■ -•••- ay ... MADJtID, September 20. A West Indian steamer arrived at" a Spanish port with 1300 troops from Cuba. There were 126 deaths during the voyage. WASHINGTON, September 21. General Miles has announced that 50,000 troops will permanently garrison Cuba, 20,000 the Philippines, 14,000 Puerto Rico, and 4000 Honolulu. MANILA, September 21. A Spanish prisoner attempted to poison Aquinaldo. Hβ managed by some means to get possession of poison, and put it in soup. Aquinaldd's steward tasted this, and afterwards died.
