LONDON, September 20.
A Renter's telegram from Pekin states that the Emperor has caused Pekin and other cities to be placarded with an edict announcing his intention to copy the best points of Western civilisation, and to. establish a postal service. The Emperor authorises everybody to memorialise the throne, and directs the publication of monthly accounts of the Government receipts and expend!frire.
A Pekin correspondent states that as a result of the pressure brougjbt to bear by Great Britain, the Tsimg-Li-Yamen has instructed the Chinese Director of Railways to conclude the New-chwang railway loan with the Hong Kong and Shanghai bank. SHANGHAI, September 21. The representatives at Pekin of Russia, France, Belgium, Spain, and Holland, tendered their condolences with Li Hung Chang in his downfall.
