(PRESS ASSOCIATION TELEGRAM.) Thursday, October 10. AFTERNOON SITTING. The Council met at 2.3 U. SUSPENSION OP STANDING ORDERS. The COLONIAL SECRETARY moved tho suspension of the Standing Orders, to enable Government business to tako procedenco, and, if necessary, pass Bills through all sages at once. This" waa agreed to by 25 to 4. THE CHINESE. Mr RIGG continued the interrupted debate upon his motion—" That, in the opinion of the Council, the Chinese are undesirable immigrants.'' The galleries, by 18 to 10, were oleared. The motion was again talked out at font o'clock. RESERVES. The Westland and Nelson Reserves Act Amendment Bill was read a third time. LIQUOR SALE CONTROL. The Alcoholic Liquor Sale Control Acl Amendment Bill was further considered ie Committee. Clause 6 was amended in the direction of enabling voters to vote on not more than one proposil. On Clanse 8, sub-section A, dealing with the reduction of licenses, Mr Mo LEAN moved as an amendment the excision of the words " by not less than 10 per centum nor more," its effect being that the Committee shall have power U reduce ono license but nob more than twenty-five licenses. Mr REYNOLDS expressed the opinion that the Colonial Secretary, by his amendments, was endeavouring to mislead the Council. The COLONIAL SECRETARY moved that unless the hon. gentleman withdrew his remarks they should be taken down. Mr REYNOLDS, after some fencing, withdrew his remarks. The amendment was agreed to by 21 to 9. Captain MORRIS, in the same sub-section, moved that the word "inclusive" should be substituted for "exclusive," the effect being that reductions shall include licenses forfeited for breaches of the law. The amendment was lost by 17 to 12. Mr WALKER moved, in the same clause, an amendment providing that the Committee Bhali have discretionary power not to reduce licenses below one license to 700 persons of the population, as last officially certified to by the RegistrarGeneral. This was lost on the voices. Captain MORRIS moved to strike out the words " female aboriginal Natives," in the aub section relating to licenses which have been endorsed, which shall be the first to be reduced. The amendment was withdrawn. The Counoil adjourned for dinner.
