THE GOVERNOR'S SPEECH.

Sydney, May 19. Parliament was opened this afternoon by the Governor, the Earl of Jersey. In his speech his Exeellenoy made reference to the late Federation Convention, and said that no time would be lost iv submitting the question of federation to the House as a distinct part of the policy of the Government. Among the Bills which would be introduced this session were the Local Government, Electoral Reform, Abolition of Plural Voting, aud Industrial Courts of Conciliation and Arbitration Bills. It was also mentioned that after the Financial Statement had been brought down measures would be submitted by the Government to effect certain fiscal changes in order to improve the means of revenue. Quite a demoustration was made against the Governor, both in arriving at aud departing from the Houses of Parliament by a mob of so-called Socialists, who collected round the entrance to the building and hooted and groaned his Excellency when he made his appearance. Several prominent members of the Socialist body delivered harangues to the crowd, and gave expression to a number of frothy, revolutionary sentiments. Received May 20th. 12.20 a.m. Sydney, May 19. The Legislative Council has passed the Address in Reply to the Governor's speech.
