PARIS.
October 10. The insurrection in Italy has caused considerable excitement here, and much distrust prevails in political and financial circles. M. Rouher, Foreign Secretary, M. Lavalette, Home Secretary, and Signor Nigra, the Italian Minister, left Paris for Biarritz on the 2nd instant to confer with the Emperor on Italian affairs. An intimation has been officially thrown out that the Emperor Napoleon contemplates many liberal reforms in the Government.
Orders have been issued for the enlargement of Cadres of the army, but its effective force it is said will not be increased. M. Achille Fould, statesman and financier, died on October 6.
A settlement of the Roman question as been agreed on as follows :— Italy to take possession of Roman rovinces, but Pope Pius to remain in tome, and retain the government of hat city till his death, when the emporal power of Roman Pontiff is o cease.
