OIL AGREEMENT WITH RUSSIA

Exclusion of Foreign Interests Prime Minister Walks Out of House London, Sept. 28. The Persian Prime Minister, Mr Qavam es Sultaneh, followed by the majority of members of the Persian Parliament walked out of the Chamber today after the Opposition had threatened to present a Bill for forming a 100 per cent. Persian oil company. The walk-out followed an attack on the Prime Minister by a deputy for the northern province of Azerbaijan, who described the oil agreement between Mr Qavam and the Russian Ambassador as the worst in the history of Persia. Another representative criticised Mr Qavam for not including the oil question in the programme requiring Parliamentary approval. The oil company, he maintained, should employ only Persian technicians, with the exception of one foreign expert as adviser. Persian people were quite capable of developing their own resources. A broadcast from Moscow radio declares that Persian Azerbaijan is now the scene of wholesale arrests and states that all people who have had dealings with Russia have been taken into custody.
