MAKING GOOD WAR DAMAGE
London, Sept. 28. The French Prime Minister, M. Ramadier, spoke today near the German frontier. He said that Germany prust not be rebuilt before her victims were. France, he said, was not only entitled to priority of reparations, but to security.
