CONCERN VOICED BY FRANCE Three-Power Conference Suggested Dealing With Question On International Basis 1 London, Nov. 8. France has sent a note to Britain and the United States calling for a three-Power conference on Jewish migration in western Europe. A diplomatic correspondent recalls that three weeks ago Britain made representations to France and other countries that stricter measures should be taken to prevent Jewish refugees from joining ships taking illegal immigrants to Palestine.

The correspondent, quoting a French spokesman, tells of one of the difficulties of stopping this traffic. It appears that many Jews have appeared in French ports with passports to places other than Palestine. Then, once outside French territorial waters, they have changed course. The correspondent adds that' in the French view the whole question of Jewish refugees should be tackled on an international basis.
