BOROUGH COUNCIL

The ordinary monthly meeting of the above was held in the Council Chambers, Willow Street, on Monday evening. Present : — His Worship the Mayor, Rev. Canon Jordan, Crs McDowell, Bull, Hammond, Spooner, Commons, Marsh and Allely. The minutes of the last ordinary and special meetings were read and confirmed and outward correspondence was read and approved. Inward correspondence. The Mayor read the following telegram received from Sir Joseph Ward, Minister for Public Health : — « In consideration of the plague in Sydney and Brisbane* aud a death from that disease iv the Colony, let me. again ask you to undertake the precautions suggested by me in 1902. A great deal of useful sanitary work was done at that time a id since, but I would like to ask local authorities generally to see that everything which tends to bring rats about be taken away, and a careful j house to house inspection of back- ; yards should be made and all filth removed. No waste food should be thrown upon the ground and all refuse should be placed in sealed receptacles such as are usually supplied by most local authorities where there is no regular system of removing garbage. This should be undertaken and the householders should burn whatever may be left. All fowl sheds should be of proper construction and kept very clean, and anally every effort should be made both privately and officially to jxterminate rats and mice. Unike small-pox, plague is spread nainly by means of rodents. It s very rarely conveyed from one luman being to another. The jase which has occurred in the Colony is an isolated one, and ivery precaution has been takeu o prevent the spread of the lisease, but the best way to prerent any outbreak is to remove all nsanitary surroundings and detroy the waste upon which rats isually feed.' The Mayor moved : — * That the nspector of Nuisances be requested o make a careful round of visitaion of the backyards of houses in he Borough and report at next aeeting, and that fourpence a lead be offered for every rat caught ,nd destroyed in the Borough, the inspector of Nuisances to supervise he destruction of same, by cremaion, every Tuesday and Friday norning before 9 o'clock.' Seconded by Or Commons and sarried. From Sergeant Walker, comilaining of the state of the fence iround the police paddock. Proposed by Cr Allely, that the mrfaceman be authorised to repair the fence around the Endowment, (police paddock), under the supervision of the Endowment Committee. Seconded by Cr Commons and carried. From the N.Z. Acetylene Gas and Water Co., re proposed lighting of the Esplanade. In connection with this subject a report was received irom the Committee appointed at last meeting of the Council. The Mayor moved that the report be adopted and that the time for reporting be extended. Seconded by Cr Commons and carried. Cr Spooner moved that the Engineer be ask '. to make an estimate of the repairs required to be done to the wharves. Seconded by Cr Commons and carried. The report of the Inspector of Nuisances was read and received. Proposed by Cr Spooner that the Engineer be directed to inspect the embankment near the Hairini Bridge and report at next meeting. Seconded by Cr Hammond and carried. Cr Bull moved :— < That the Endowment Committee bring up at the next monthly meeting a schedule of work necessary to clear gorse off roads fronting reserves, and that tenders for clearing be called immediately after the meeting.' Seconded by the Mayor and carried. It was resolved that the Legal Committee be requested to report on the matter of timber being landed on the foreshore above Elizabeth Street. The monthly accounts were passed for payment. This concluded the business.
