EXPECTED PEACE PROPOSALS OUTLINED.

Reuter's Prague correspondent reports that Dr. Benes is expected to proclaim on Friday a plan urging that the problem can be attacked in two stages. The immediate programme will comprise:— (1) National groups to receive specified proportions of the share of administration, Germans getting 30 per cent.
(-) Nationals will be employed where possible in Government posts in their own districts except in defence. (.3) Czech police in non-Czech districts will be reduced gradually.(4) Modification of the language law. a (5) A loan for public works, part of which will be applicable to Sudeten areas. (6) Cultural autonomy will be permissible in each district. The introduction of the canton system comprises the second stage of the plan.
