PENDING LEGISLATION
MAKING OF REGULATIONS,
(By Telegraph.—Parliamentary Reporter.) WELLINGTON, this day. A brief outline of some of the provisions of a hill which the Government is to introduce as an amendment to the Cinematograph Films Act was given by the Minister of Internal Affairs, Mr. Young, in the House of Representatives yesterday. Mr. A. E. Jull (Government, Waipawa) asked the Minister whether, in view of the fact that regulations under the Board of Trade Act granting cinematograph film licenses had been declared ultra vires, he would reveal the legislative intentions of the Government. Mr. Young replied that a bill to amend the Cinematograph Films Act had been prepared on the lines recommended by the Parliamentary Committee of Inquiry, and was at present under consideration. It provided for the making of such regulations in relation to the renting or exhibition of films a/5 might be considered necessary for the prevention or suppression of methods of competition, trading or tusiness which were unfair or prejudicial to the public welfare. Tt was not intended to make ajir regulations under this provision unless the trading situation developed so as to warrant that action. In such case, power was provided to refuse the issue of licenses should that course become necessary.
