Admiral Says Personnel Is Too Small. COMPARISON WITH BRITAIN. (Received 9.30 a.m.) WASHINGTON, January 1. Rear-Admiral William Leahy, Chief of the Bureau of Navigation, in his annual report to the Secretary of the Navy, published yesterday, says the navy personnel has been brought down to a place that is unsatisfactory from the point of view of efficiency and alarming from the point of view of preparedness for war. While Britain has 2172 line and engineering officers above the rank of lieutenant-commander and Japan 1602, the United States has only 1597. The report urges that the number of officers and men be increased in anticipation of new building by 15 per cent, and that the cut in pay be returned.
