A message from Teharan states that the Shah of Persia has issued a decree forbidding high Army .officers to associate with European women and attend foreign receptions. Persian Naval officers have been ordered by the Shah cordially to entertain the personnel of the British warship Hawkins, which is visiting Persian waters. •
