Bill to Bar Use of Motor Cars On Polling Days. LABOUR PROPOSAL AT HOME. (British Official Wireless.) (Received 11.30 h.m.) RUGBY, April 22. The House of Commons has resumed consideration of the Electoral Reform Bill, which has not been before the Houee since the defeat of the Government before the Easter recess on the clause abolishing University representation. To-day's debate was on the clause prohibiting the use of motor cars on polling day, except those placed at the disposal of the returning officers. The Opposition speakers declared that the provision was unworkable. In reply, the Home. Secretary, Mr. J.. R. dynes, while not claiming perfect draughtsmanship for the clause, said the Government's object was to equalise conditions for both the poor and the rich candidate.
