The Bucharest correspondent of the "Daily Telegraph" says the real cause of the resignation of M. N. Titulescu, the Prime Minister, is King Carol's determination to institute a military dictatorship under Marshal Prezan.

The Spanish revolution has temporarily forced King Carol to call in Professor Jorga, but he still desires an extraParliamentary Cabinet of generals and his personal friends.

Meanwh'jle, the members of Parliament are actively preparing to defend the constitution. For the first time in Rumanian history a Republican League for the defence of liber ieg is being discussed.

Mme. Lupescu has been secretly in Bucharest for some time and is" frequently at the palace. Underlying King Carol's scheme is a desire to open the way for reunion with Mme. Lupescu, without being subjected to the criticism of Parliament.

The King intends that the new Government shall proceed forthwith with his coronation, in which his legal wife, Princess Helen, will have no part.
