New German Act Omits Ban. PASSED BY REICHSTAG. (Received 12.30 p.m.) BERLIN, March 18. The Defence of the Republic Act was passed by the Reichstag by 265 votes to 150. The Act is noteworthy because it omits the clause banning the return of the ex-Kaiser. , This provision last year failed to obtain the necessary two-thirds majority, so it was not embodied in the new bill.
