A FOUTICAL FLAT. * QUEEN AND A PREMIER. (Received 10 a.m.) LONDON, July 23. Theatrical circles are deeply interested in the decision of the censor to ban a j play called "The Queen's Minister," dealing mainly with episodes in the life of Lord Melbourne.
