NO REPLY WHEN ALLIES ASSERT WILLINGNESS. LONDON, December 12. In the course of a speech iii the House of Commons, Mr. A. J. Balfour, Seereta/y of State for Foreign Affairs, said that in. September last the Government receive from Germany advice cent through a neutral diplomatic channel that Germany -vrould be glad to make a cojnmunication to the British Government regarding peace. The British Government replied' that it -was prepared to receive any communication Germany desired to make to* it and to discuss the oommvinication with the Allies. The British Government informed Prance. Italy. Japan. Russia, and the United States of the German suggestion and its reply.
