RUSSIA'S POLITICAL CRUCIBLE.
DEVELOPMENTS AWAITED WITH STUBBORN FAITH. LONDON, January 23. The , Petrograd correspondent of the London "Daily Telegraph" writes:— political situation in Russia is full of dramatic interest. It is caused by a curious jumble of ancient ritual and modern superstition. The attitude of the average Russian is one of bewildered suspense, awaiting for developments with stubborn faith. It is unwise to exaggerate the present mood of Russia. It is essentially ephemeral. The Czar's rescript is a most favourable indication of Russia's devotion to the Allies' cause." The Petrograd correspondent of the "Morning Post" states that much unrest is due to the failure of communication, which prevents food reaching the cities and towns, and to the wasteful and costly eystem of distribution, the whole cost of which falls on the consumer. The Czar has issued a rescript aiming at the reorganisation of the railways and waterways in. the national interests.
