LORD GLADSTONE'S REASONS. A PERIOD OF AMARCHT. (Received 10.50 a.m.) LONDON. July 2!). Lord Gladstone's dispatches upon the Johannesburg riots have been published. The Governor-General states that the use of the troops was necessary for the saietv of the ivholp eomruuuity. He would not hare consented to their use in a trade dispute if the police had been adequate. He adds that allowance must be made for the miners, who only recently realised the avfol sacrifices exacted by phthisis, which Lord Gladstone believes is the main root of the trojible. The troops saved the situation and prevented wholesale loss of life, which wonld have followed in a period of anaxchv and pillage, in which tens of thousands of natives would have joined.
