BRITAIN'S WITHDRAWAL (Received 0.20 a.m.) i LONDON, September 5. In notifying Britain's withdrawal from the Sugar Convention, Sir Edward Grey intimated that Britain did not intend to '. give bounties or preference on sugar or ' to impose higher duty on beet than on cane sugar. !
