ELECTION EFFORTS. (Received 1.30 p.m.) BERLIN, December 15. Herr Bebel (the leader of the Socialists in the Reichstag), replying to the British Labour party's Pacific address to the Social Democrats of the Reichstag, declares that the party trill leave no stone untamed at the elections to impress upon voters hotv war between Germany and Britain-would destroy the work of decades ot civilising effort and peaceful competition.
