OUTLINING THE PROPOSALS.
(Received 10.25 a.m.) LONDON, Jnly 28. Mr Asquith outlined the Government's proposals at the Defence Conference. The sittings are strictly private. Mr Louis Botha (Premier of the Transvaal) is unwell, and is unable to attend the early sittings of the Conference.
