SCOTTISH BY-ELECTION.

( (Received 9.5 a.m.) LONDON, March 1. The by-election for the Forfarehlre seat, necessitated by Mr J. Sinclair, former Secretary for Scotland, being raised to the peerage, resulted in the election of the Radical candidate, Mr Fal<pner, who polled 6422 votes against 3970 polled by the Unionist candidate, Mr Blactvvood. At the general election the polling was —Mr Sinclair 6796, Mr J. M. Bernard i (C.) 3277, so that the Radical majority has been decreased from 3519 to 2552.
