ABANDONED BY AMERICA. WASHINGTON, March 1. Congress has eliminated an amendment requiring Mr. Roosevelt to divide the navy between the Atlantic and the Pacific. Mr. Roosevelt strongly opposed the amendment, because the Russian anil Japanese experiences had shown that division meant -weakness.
