BALKAN CONFERENCE.
TtfJSSXA. rNSXSTENT. ON A FULL DISCUSSIONI ST. PETERSBURG, November 25. Austria, in her Note to Hussia last week regarding the proposed Balkan conference, insisted on the exclusion of the i question of the annexation of the provinces of Bosnia and Herzegovina from the discussion. Russia's reply is that she will adhere staunchly to the essential conditions of the conference, including a free discussion concerning the Austrian annexations and lof the question of compensations to Turkey, Servia and Montenegro.
