A LEGISLATOR'S VIEW. DEFENCE BY IMMIGRATION. SYDNEY, November 25. Hon. B. R Wise, X.C, who recently returned from .England, in the course of an interview to-day, expressed his conviction that Germany needs Australia, and that was the secret of that nation's anxiety to increase her navy.

Mr. Wise stated that to his mind there was an absolute and real necessity for a much more elaborate scheme of defence than any yet put forward in the Common- ! wealth.

"Universal military training," he continued, "though a step in the right direc- | tion, does not go far enough No training is of any use unless we have a very substantial increase of population. Immi- | gration must be the first step in the defence policy of the Commonwealth. When the land is available, people must be (brought here and taught to bear arms."
