Though it is hoped that the war will be short, the United States is not taking any chances. The authorities continue to strengthen both the defences of the chief ports and of the navy, operations being pushed forward with the utmost rapidity. Congress has authorised the immediate construction of four monitors and sixteen torpedo destroyers.
