THE AUTONOMY PROPOSALS
MADRID, October 25.
General Blanco, the newly-appointed commander of the Spanish forces in Cuba, has notified the Cuban rebels that they will not be allowed a voice in the administration of the affairs of the island under the proposed system of autonomy.
