The chief engineer ia to keop a log, aud ie to be responsible for the engine--department. A firsb-clasa engineer's certificate is proposed to be added, and applicanfca for it musb have served for tsvo yeara in a workshop where engines are made or repaired, and be at least 20 yoara of age. Tbe number of engineers to be carried by ships according to the horsepower of the engines ia Beb forth in a achedula. Provision in made for adequate vonfcilatioa of the engineers' rooms, entjino-rooEQB and Btekebolo, with a penalty for £20 for each day during which such ia neglecned. Mil seamen engaged or employed in the colony are to be paid wages »fc current rahes ruliDg in the colony, but this section does nob apply to vessel's that do doc trade in the colony beyond bringing passengers and cargo from abroad, and shipping passengers and cargo to be carried abroad. Section 14 declares that every seaman discharged in the colony shall baentiitled to recover the fall amount of wages due up to the time of discharge, though his ball term of engagement may not; be completed. Seamen cannot contract themselves oat of these provisions as to wages. ' .
