GERMANY AND AUSTRIA DECLINE TO MEDIATE.
RUSSIANS ADVANCING EVERYWHERE. [SPECIAL TO PRESS AGENCY]. LONDON, December 181 Germany and Austria both decline the Porte's mediation proposal. Mr Layard has informed the Porte that England continues neutral. The Greek Government have decided upon a peace policy. Sixty thousand additional Russian troops have been mobilised at Plevna. Russian troops are advancing in every direction. A Cabinet Council will shortly agree upon England's reply to the Porte's dispatch soliciting mediation.
