[Special to the "Star."] SPECIAL TELEGRAM. (FROM. OUR SPECIAL LONDON CORRESPONDENT). England Determined to MediatePurchase of Turkish Fleet. Situation OrititaL LONDON, December 21. England has declared that it is her determination to mediate in the war between Russia and Turkey. It is reported that England Avill purchase the Turkish fleet. All British vessels have been ordered to be got ready for sea. The situation is regarded as most critical. o (Reuters Telegrams pee. Press Agency). PARLIAMENT CONVENED FOR WAR PREPARATIONS. ALL VESSELS ORDERED READY FOR SEA. WAKAPITAKA, December 22. The nineteenth meeting of the British Parliament is convoked at an earlier period for war preparations. The Government order all vessels refitting to be immediately got ready for sea. General Gourka has advanced on Sophia. The Servians have captured Miriman. Six thousand Turks are_ advancing to succour Scutari and Antivari. The snow delays the Russian artillery in Asia.
