Many sections of the United states are suffering under unusual weather. To-day the citrus belt of Southern California and Arizona is experiencing below freezing conditions for the third day and damage to these crops is estimated at about 20,000,000 dollars. The Rocky Mountain and plains States are having a hard time digging out of the recent blizzard, but communications have been restored in most areas. A number of trains and motor cars are still stalled, however. Heavy rains in the Carolinas northward along the Atlantic coast to New England again created threats of floods, and over-flowing rain-swollen rivers in the States below the Carolinas have forced thousands of people from their homes. The temperature in New York city rose to an unusually high mark of 55 degrees yesterday as rain poured down.
