UNO COMMITTEE ADOPTS DECLARATION (Rec. 10.30 a.m.) PARIS, Dec. 7. The United Nations Social Committee adopted by 20 votes to six the World Declaration of Human Rights, which it has been debating for the past 10 weeks. ° The Soviet Union and Eastern European States voted against, and Canada abstained because social legislation in Canada is a matter for the provincial governments and not the Federal Government. The declaration is to go to the General Assembly for ratification.
