POST OF SECRETARY-GENERAL DISCUSSION AS TO SALARY (N.Z. Press Association—Copyright.) (Rec. 1.15 p.m.) LONDON, Jan. 21. The Administrative and Budgetary Committee of the United Nations unanimously approved of the sub-committee’s recommendation that the Secretary-General should receive a salary of 20,000 dollars net, Avith an allowance of 20,000 dollars a year. It was recommended in addition, that he be provided with a furnished residence,'repairs and maintenance of which should be borne by the United Nations. Senator Arthur Vandenburg (United States) who is chairman of the subcommittee, said it rested with the country to which the Secretary-General belonged to decide whether his salary would be subject to taxation. Professor C. K. Webster (Britain), hoped that the American "delegation would call attention to the strong feeling expressed in the sub-committee that no one State should tax the salaries paid by the United Nations. The Administrative and Budgetary Committee also adopted the Preparatory Commission’s suggestion that the appointment of the Secretary-General be for five years, with the option of renewing it for another five years. The General Assembly and the Security Council should discuss nominations at private meetings and the vote in either body should be by secret ballot.
