CONSTRUCTION IN ECUADOR. (Rec. 11.35 a.m.) QUITO (Ecuador), March 4. A Government spokesman revealed that plans are under way for the construction of a United States air and naval base at Salinas, on the Gulf of Guayaquil. He added that 2000 United ‘States warplanes had arrived at the Salinas area. Under the agreement between the Ecudorian and United States Governments American air and naval forces would patrol the Ecuadorian coast and a land force would guard the mineral petroleum deposits in the Salinas area.
