IF MOSCOW FALLS.

MR ROOSEVELT'S POLICY. KEEPING RED ARMY FIGHTING. WASHINGTON, October 15. It is reliably reported to-night that Mr Roosevelt is formulating a policy to meet the world-wide shock should Moscow fall.

This policy is designed to keep the Red Army fighting and to give military supplies and diplomatic support t-o Britain and Turkey and to meet force with force wherever necessary.
