TWO BODIES 'ESTABLISHED. WASHINGTON, May 20. President Roosevelt has estabfishea the office of a Civilian Defence Agency-, o fwhich there are two divisions. The first division will he-a..board-of civilian protection comprising representatives of the War, Navy and Justice Department, and other bodies, with CUr La Guardia (American chairman of the J’oint Defence Committee with Canada), as chairman. The second division will be a. volunteer participation committee comprising about 20 representatives of various re- “ gioas of the nation’s interests. Mr Eoosevelt has sent a message to Congress urging the enactment quickly ... of legislation to facilitate the con-, struction of oil pipe lines for national defence, saying that this is of firstrank importance to industry, and to military bases on the Atlantic coast. To depend entirely on coastal tankers " is a process potentially perilous, making a restriction of oil consumption to essential uses a distinct possibility within a few months.
