SENATE ADOPTS AMENDMENT. RIGHT TO TERMINATE POWERS (Rec. 11.45) WASHINGTON, Mar. 5. The Senate adopted an amendment to.tho Loaso and Lend Aid Bill, clarifying the right of (Congress to terminate tho powers under the Bill at any time by a simple majority vote. Leaders in the Senate decided to oppose aPy amendments to tho Bill designed to confine tho activities of American troops to the Western Hemisphere because tho Secretary of State (Mr Cordell Hull) stated that such proposals would encourage the Japanese to bo more aggressive.
