The hope that a draft Bill consolidating the Shops and Offices Act would bo prepared and submitted for consideration by the parties concerned before Christmas, was expressed by the Minister for Labour (the Hon. P. C. Webb). He said he also hoped that the proposals contained in the draft would not he made public. Open controversy on the clauses of tho Bill would militate against the spirit of harmony which he hoped "would prevail when the Bill was discussed on its merits by a conference to be held. “I have an open mind in the matter and am anxious that the Bill meet the requirements of the industry. If full agreement cannot he obtained on any clause a. compromise may bo effected between the parties concerned to meet the peculiar conditions arising out of the war.
