FLOUR FOR SPAIN.
AMERICAN DISCUSSION. NEW YORK, October 18. The question of American relief for Europe, was discussed in secret at a conference between President Roosevelt, the Secretary of State, Mr Cordell Hull, the Under-Secretary of State, Air Sumner Welles, and the chairman of the American Red Cross, Air Norman Davis. It was stated in well-informed quarters that the meeting considered a proposal to give 10,000 tons of flour to Spain, where the food situation is reported to be similar to that in France and other occupied countries. Air Welles had previously talked with the Spanish and French Ambassadors. It was also stated that the Spanish Ambassador to Britain, the Duke of Alba, liad visited the British Foreign Alinister, Lord Halifax, in London, indicating that the United States would not move until Britain’s attitude was known.
