BUCHAREST, July 28

It is announced that M. Gafencu (Rumanian Minister for Foreign Affairs) has postponed going to Moscow until August 10. The delay is considered significant, as it will probably enable him to go thither with full detail's of Hitler’s plans for south-eastern Europe. Soviet quarters here believe that nothing will he done to change Rlumania’s frontiers before there hasbeen full diplomatic exchange between Berlin, Rome, Moscow and Bucharest. Reliable quarters confirm reports of German troop movements from western Germany eastward, including Poland.
