The United States has submitted to a second consultative meeting of the Pan-American Conference Mr Cordell Hull’s project to prevent trade inroads in the Americas by the totalitarian States by strengthening economic cooperation. The proposal, dealing with the disposition of crop surpluses as well as monetary, and foreign exchange matters, is in line with Mr Roosevelt s trade cartel plan. Argentina has issued a declaration on colonial possessions in the western hemisphere, citing international law and the principle of self-determination as the necessary basis of any action taken in connection with those areas. The declaration repudiates the right of conquest.
