SEEKING SETTLEMENT.

PRESERVING INDEPENDENCE. FINNISH CABINET’S AIM. LONDON, December 4. The Finnish Cabinet has decided to atempt an amicable settlement with Russia, “in so far as it is possible without violating Finland’s independence! and vital interests.” An approach will bo made through tile Swedish Legation in Moscow. The Stockholm correspondent of “The Times” says that M. Erkko, the former Finnish Foreign Minister, has been appointed Charge d’Affaires in Stockholm.

The Helsinki, correspondent of the British. United Press says that the Finnish Constitutional Government, from a boombproof Cabinet room, appealed to the League of Nations to intervene in the Russian-Finnish dispute, on the basis of Articles XI and XV of the Covenant of the League.

It is interesting to note that Russia has just paid the league the outstanding balance of her 1939 contributions, while Finland did likewise the same day. *
